Description

THE MILITARY SEALIFT COMMAND (MSC), SERVICE SHIPS SUPPORT PROGRAM OFFICE, PM42, REQUESTS INFORMATION PERTAINING TO ONE U.S. FLAG, JONES ACT COMPLIANT, VESSEL TO SUPPORT GENERAL PURPOSE OCEAN TOWING, SALVAGE, AND RESCUE OPERATIONS IN COASTAL AND DEEP OCEAN AREAS; INCLUDING NAVY UNIQUE DEEP SUBMERGENCE RESCUE OPERATIONS.

Background
The Military Sealift Command (MSC), Service Ships Support Program Office (PM42) is seeking information regarding a U.S. flag, Jones Act compliant vessel to support general purpose ocean towing, salvage, and rescue operations in coastal and deep ocean areas, including Navy unique deep submergence rescue operations.

This request is part of a market survey for an option exercise on an existing charter contract.

Work Details
The contractor shall provide a vessel capable of the following tasks: conduct manned and remotely operated vehicle diving operations including saturation diving; conduct salvage/survey assessments; tow craft, barges, and Navy vessels; conduct submarine rescue; salvage grounded/stranded vessels and craft; lift sunken objects; and conduct underwater repairs.

The vessel must comply with all applicable international conventions and U.S. laws, regulations, and requirements from various agencies including the Navy and Coast Guard. The vessel will be home ported in Virginia Beach, Virginia, with operations occurring along the East/Gulf Coast of the United States and North Atlantic Ocean.

Bidder Requirements
Bidders must provide a Jones Act qualified and U.S. flagged vessel with specific characteristics: minimum bollard pull of 130 tons; dual towing winches with 2 ΒΌ and 3 inch wire installed; crane with a minimum lifting capacity of 30,000 pounds; minimum deck space of 5,000 square feet; station keeping capability of DP-2 or equivalent; means for off-ship fire fighting; permanent accommodations for 40 transient personnel; broadband internet communications.

Bidders must also demonstrate how they will perform at least 51% of the requirement.
