The Government will not reimburse the cost of any submission in response to this announcement the entire cost of any submission will be at the sole expense of the source submitting the information. The information contained herein is subject to modification and in no way binds the Government to award a contract.

The Naval Sea Systems Command intends to issue a full and open competitive solicitation for a Fixed Price Incentive Fee (FPIF) contract to procure the production, integration, and testing for up to seventy (70) Towed Body 29C (TB-29C) array systems, at a rate of up to fourteen (14) systems per year. The solicitation will also contain CPFF contract type for Engineering Services, FFP for Provisioned Items Orders, and Cost Reimbursable for other direct costs. The resultant contract will include one (1) base year and four (4) option periods, from FY24 through FY28.

A Request for Proposal (RFP) is anticipated to be released in March 2024. In response to the RFP, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.

A sources sought notice was issued related to this synopsis on SAM.gov on November 14, 2022 for TB-29C Production, Integration, Testing, N00024-24-6105.

It is recommended that interested parties should get familiar with the solicitation application of Procurement Integrated Enterprise Environment (PIEE). If a solicitation is issued it will be done electronically via the System for Award Management (SAM) website (https://sam.gov) and interested parties must comply with that announcement. SAM is the single point of entry for posting of the synopsis and solicitations. Interested offerors should monitor SAM for the release of the solicitation, and any applicable amendments.
