Towed Array Transporter and Dockside Handling

Background
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is issuing a Firm Fixed Price contract for a towed array transporter and dockside handling system. This contract aims to fulfill the technical requirements outlined in the Towed Array Transporter and Dockside Handling System Technical Requirements Package. The solicitation is being conducted on an unrestricted basis.

Work Details
The contract includes the following items:
- CLIN 0001: Towed Array Transporter and Dockside Handling System as per Government Technical Specification Package.
- OPTION CLIN 0002: Maintenance and Sustainability Plan, Qty (1) Each.
- OPTION CLIN 0003: Technical Data Package, Qty (1) Each.
- CLIN 0004: DATA Exhibit A Contract Data Requirements List (CDRLs).

The technical requirements package is designated Distribution D and is export controlled. To access the documents, offerors must meet specific conditions including valid Joint Certification Program (JCP) certification and Cybersecurity Maturity Model Certification (CMMC) Level 2.

Bidder Requirements
Offerors must possess a valid Joint Certification Program (JCP) certification. They must also have a NIST SP 800-171 DoD Assessment score not older than three years posted in the Supplier Performance Risk System (SPRS). Additionally, only offerors with a CMMC Level 2 (self) assessment or higher posted in SPRS will be eligible to receive drawings. The request for access to drawings must be made by the JCP Custodian via email with specific attachments including DD2345 and CMMC unique identifiers.
