This announcement is for the TIPSS-4 ITS Draft RFP, solicitation number TIRNO-09-R-00012. This Draft RFP is meant to engage the vendor community and solicit feedback prior to the TIPSS-4 Pre-Solicitation Conference. The TIPSS program has been providing IT Support Services for the IRS and Department of the Treasury and its bureaus since 1995. This Draft RFP is one of two solicitations currently planned to meet these ongoing IT Support Service needs. This Draft RFP will be a Full and Open competition with only one Principal Task Area, Information Technology Services (ITS). The second solicitation will be a total Small Business Set Aside with two Principal Task Areas; Management/Business Operations Support Services (MBOSS) and Cybersecurity (CS). The Draft RFP for TIPSS-4 SB should be released during the week of December 15, 2008. All questions, comments, and suggestions regarding the TIPSS-4 ITS Draft RFP shall be sent via email to TIPSS-4@irs.gov by December 23, 2008. The Internal Revenue Service Office of Information Technology Acquisition will be hosting a TIPSS-4 Pre-Solicitation Conference on January 12, 2008. There will be two sessions; the morning session will be from 9:00 am till 12:00 noon and is intended for all offerors interested in bidding on the TIPSS-4 ITS contract. The afternoon session will be from 1:00 pm till 4:00 pm and is intended for all small business offerors interested in bidding on the TIPSS-4 SB solicitation. Due to space limitations only one representative from each company will be allowed to attend their respective sessions. The Pre-Solicitation Conference will be held at New Carrolton Federal Building (NCFB), 5000 Ellin Road, Lanham, MD 20706 in the auditorium. Parking is very limited at the building; the preferred method for travel to NCFB is by way of the New Carrollton Metro (Orange Line). The NCFB has a cafeteria on-site, located upstairs from the auditorium. Breakfast and lunch can be purchased there. All companies interested in attending must pre-register. To register, send an email to TIPSS-4@irs.gov. Please include the following information in your email: (1) Name of person representing, (2) Company Name, (3) Company Address, including address, city, state, and zip code, (4) Company phone number, (5) Company fax number, (6) email address of representative, (7) Business Size (i.e. SB, 8(a), HUBZone, SDB, SDVOSB, etc.), (8) Which session the representative wishes to attend, and (9) Interest in TIPSS-4 as a Prime, Subcontractor, or both. In order to properly register for the Pre-Solicitation Conference, all of the above information must be included in your email. Information received will be used as registration information and for the development of an attendee list. The Pre-Solicitation Conference is limited to 300 persons per session per the Fire Code. Registration will be accepted on a first-come, first-serve basis. You will be required to show a picture ID to gain access to the building. The deadline for registration is by close of business (3:30 pm) Thursday, January 5, 2009. However, if the maximum capacity is met before this deadline, no other registrants will be accepted, and a posting will appear on the TIPSS-4 website indicating the capacity has been reached.
