This Pre-solicitation notice provides notification to all business concerns in submitting offers for an upcoming solicitation for Total Aviation Support Services (TASS) to the Drug Enforcement Administration's Aviation Division located in Fort Worth, TX. The North American Industry Classification System (NAICS) code for this requirement is 336411 Aircraft Manufacturing. The Small Business Size Standard is 1,500 employees. The complete solicitation package will be made available only through the SAM.gov website https://sam.gov . Anyone wishing to participate in this proposed procurement shall obtain a copy of the solicitation at no charge from https://sam.gov. Copies will not be mailed from the Contracting Office.

All amendments will be posted to https://sam.gov as applicable. Offerors shall be solely responsible for obtaining amendments from this site. This requirement will be solicited as a full-and-open competitive acquisition with the intent to award a Cost-Reimbursement with Fixed-Fee contract in which award will be made, in accordance with the acquisition procedures established in Federal Acquisition Regulation (FAR) part 15 Contracting by Negotiation. Anticipated issue date for the solicitation is tentatively scheduled for mid-July 2024.

Attached is the Performance Work Statement (PWS), applicable Exhibits, and Sections L and M of the solicitation. All attachments in regards to this pre-solicitation notice is considered draft documents.

Background
This Pre-solicitation notice provides notification to all business concerns in submitting offers for an upcoming solicitation for Total Aviation Support Services (TASS) to the Drug Enforcement Administration's Aviation Division located in Fort Worth, TX. The mission of the Drug Enforcement Administration (DEA) is to enforce the controlled substances laws and regulations of the United States and to bring to the criminal and civil justice systems those organizations and/or individuals involved in the growing, manufacture, or distribution of controlled substances appearing in or destined for illicit traffic in the United States and its territories. DEA mission responsibilities are worldwide. The Aviation Division’s role in this mission is to provide total aviation support to DEA Field Divisions and other law enforcement agencies in all aspects of Drug Law Enforcement.

Work Details
The Aviation Division’s mission is to provide tactical, technical, and administrative aviation support to enhance and enable DEA’s worldwide mission. These capabilities are critical to DEA’s strategic goal of disrupting and dismantling Drug Trafficking. Such support includes air and ground surveillance, maritime surveillance, electronic surveillance, photographic reconnaissance, undercover operations, marijuana eradication, prisoner transport and special helicopter operations for DEA’s global enforcement operations. By providing immediate technical, and administrative aviation support, the Aviation Division is a vital force multiplier not only for DEA but for our interagency and international partners as well.
