Solicitation Information

Solicitation N0042126Q1028 is issued as an intent to sole source. The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a sole source basis with Waters Corporation, under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 13.106-1(b).

This is a firm fixed-price procurement; therefore, the offeror's intial offer should represent the vendor's best quote in terms of price and technical acceptability.

The Government intends to award this on a sole source basis. All interested parties MUST submit their capabilities and a quote no later than Wednesday, December 10, 2025 @ 12:00PM EST. The Government will make a decision to consider other offers.

Background
The United States Naval Fuels & Lubricants Chemistry Laboratory, part of the Propulsion Systems Evaluation Facility (PSEF) at Naval Air Station Patuxent River, is responsible for advanced chemical analysis of lubricants used in naval aircraft and ships. The laboratory ensures that the equipment used for these analyses is maintained to the highest standards to support the fleet during fuel and lubricant-related service issues. This contract aims to establish a maintenance/service agreement for Waters Technologies Corporation equipment utilized by the Fuels & Lubricants Branch.

Work Details
The contractor shall provide preventative maintenance and on-demand service for Waters Technology Corporation instrumentation currently owned and operated by the Fuels & Lubricants Branch at Patuxent River Naval Base. Services include:

- Supporting instrumentation with diluted (up to 75%) strong normal-phase solvents such as methanol and tetrahydrofuran.
- Maintenance of specific systems including QDa H-Class, ISM, ELSD, RI, WFMA, PDA with detailed tasks as follows:
- QDA (1 PM, SVC 12M)
- Quaderanary Solvent Manager (1 PM, SVC 12M)
- Isocratic Solvent Manager (1 PM, SVC 12M)
- Sample Manager-FTN (1 PM, SVC 12M)
- Photodiode Array (1 PM, SVC 12M)
- Electron Light Scattering Detector (1 PM, SVC 12M)
- Column Manager (1 PM, SVC 12M)
- Column Manager-AUX (1 PM, SVC 12M)
- UPLC FRACT COLLECT (1 PM, SVC 12M)
- Software support for Mass Lynx and other specified systems.
