Description

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES

The 97 Air Mobility Wing requires Commemorative Air force to perform Aerial Performance Display at Altus AFB, OK 73523.

The 97 Contracting Squadron intends to make award to Commemorative Airforce (CAGE 06JG4). They are the only company that provides the long standing Tora Tora Tora act. They are based in Pearland Regional, TX, travel costs are greatly reduced when compared to trying to source multiple planes into a single act. Most importantly, their safety record, longstanding success within the air show industry, and their experience with Altus AFB's prior Air Shows make "Tora, Tora, Tora" uniquely qualified.

The proposed contract action is for supplies/services for which the Government intends to solicit and negotiate with a single source under the authority of FAR 13.106-1(b)(1). This notice of intent is NOT a request for competitive proposals and no solicitation document exists for the requirement.

Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail and with convincing evidence that clearly demonstrates the capability to meet the requirement. Requests for documentation, additional information, or submissions that only ask questions will not be considered as an affirmative response.

A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a single source procurement.

Capability statements are due on 27 November 2024 by 5:00pm CST. Capability statements shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to cole.santee@us.af.mil and katharine.lewis.1@us.af.mil. Capability statements and supporting documentation provided after the due date listed above will not be reviewed.

Background
The 97 Air Mobility Wing requires the Commemorative Air Force to perform an Aerial Performance Display at Altus AFB, OK.

The 97 Contracting Squadron intends to award this contract to the Commemorative Air Force (CAGE 06JG4) as they are the only company that provides the long-standing 'Tora Tora Tora' act. Their base in Pearland Regional, TX allows for reduced travel costs compared to sourcing multiple planes for a single act. Their safety record and experience with previous air shows at Altus AFB make them uniquely qualified for this contract.

Work Details
'Tora, Tora, Tora' will provide a full reenactment of a WWII air-to-ground attack featuring pyrotechnics and their own announcer.

The performance will include eight replica Japanese aircraft: Zero fighters, Kate torpedo bombers, and Val dive-bombers. Additionally, they will supply extra pyrotechnics for selected other air show acts. The contractor is responsible for providing all personnel, equipment, tools, materials, supervision, and other necessary items and services to deliver a static display, a media flight, and an airborne aircraft demonstration.
