Background
The National Aeronautics and Space Administration (NASA) is issuing this Request for Quotation (RFQ) for the procurement of a TOPS Thermal Conductivity Measurement System.

The NASA Glenn Research Center’s Materials Research Laboratory requires a non-contact, non-destructive evaluation tool to measure thermal conductivity and material defects for novel high-temperature materials and coatings. The goal of this contract is to acquire an instrument capable of thermal property characterization of various materials including solids, liquids, gels, foams, and pastes.

Work Details
The contract requires the delivery of a TOPS Thermal Conductivity Measurement System with the following specifications:
1. Capability to directly measure thermal conductivity without knowledge of specific heat capacity, density, or sample dimensions.
2. Ability to measure thermal conductivity of solids, liquids, gels, pastes, and foams.
3. Inclusion of an infrared camera for thermal imaging of the sample surface.
4. Measurement range of 0.01 – 60 W/m/K for thermal conductivity.
5. Auto-focusing capability on test samples with a 2-axis sample stage for large area analysis and spatial mapping:
a. Minimum sample dimensions: 4 mm x 4 mm x 2 mm (length x width x height).
b. Maximum sample dimensions: 304 mm x 304 mm x 50 mm (width x length x height).
6. Compliance with FDA regulations for Class 1 Laser products if applicable, including safety features such as laser safety enclosure and emergency shut down (E-stop).
7. Required software and licenses for data acquisition and analysis with one year of software maintenance included.
8. A warranty period of at least 12 months on parts and labor.
9. Verification from vendors reselling equipment that they are authorized by the OEM to do so and that all warranties transfer to NASA.
10. Provision of installation and training services on-site at NASA Glenn Research Center, adhering to safety policies outlined in the NASA Glenn Research Center’s Safety and Occupational Health program manual.
