Description

This Special Notice is issued solely for informational and planning purposes. It does not constitute a solicitation or a promise to issue a solicitation in the future. This notice seeks industry comments on the attached Draft Request for Proposal (Draft RFP) for the potential Government acquisition of the Tools, Applications, and Processing (TAP) Laboratory and Overhead Persistent Infrared (OPIR) Battlespace Awareness Center (OBAC) Support Services acquisition. This action is expected to result in a predominately Cost-Plus Fixed Fee (CPFF) contract and will be solicited as a Small Business set aside under 541715 Size Standard 1,250.

The purpose of this acquisition is for a performance-based support services contract to stand up a government controlled and managed data exploitation Research, Development, Test and Evaluation (RDT&E) capability called the Tools Applications and Processing (TAP) Lab, currently under demonstration in Boulder Colorado. The TAP Lab will provide an unrestricted RDT&E innovation environment for enhancing and/or developing new operational capabilities while also providing an environment accessible to other Department of Defense (DoD), Civil and Commercial Users to find new innovative uses of remote sensing data. The acquisition will also support the Overhead Persistent Infrared (OPIR) Battlespace Awareness Center (OBAC) co-located with the Space Based Infrared System (SBIRS) Mission Control Station located at Buckley AFB Colorado. Capabilities, once verified under the Tab Lab for operational utility, will be promoted and integrated into the operational system at the OBAC which will be managed by the contractor.

The Government seeks comments from interested vendors capable of meeting the requirements described in the Draft RFP as the prime contractor. An Industry Day site visit is also available to help interested vendors understand the requirements prior to providing feedback.

The Space and Missile Systems Center Remote Sensing Systems Directorate (SMC/RS) intends to release the RFP in 2QFY19 and award the contract by the end of FY19.

While the Government seeks comments on the entire Draft RFP, industry input is sought in particular on the following Draft RFP sections:

1. Contract Section B: The Government seeks industry comment on the CLIN structure, option CLIN exercise dates, CLIN periods of performance, and any particular risk areas that would make it difficult to propose.

2. Contract Section J, Attachment 1, Performance Work Statement (PWS): The Government seeks PWS redlines, comments, suggestions, and questions.

3. Contract Section J, Attachment 4, Section L Instructions: The Government seeks comment on the Technical Volume preparation instructions.

4. Contract Section J, Attachment 5, Section M Evaluation Factors: The Government seeks comment on the Technical Capability and Technical Risk evaluation criteria.

5. Identification of risk or concerns driven by the requirement.

Participating in the comment review and resolution process will be the following non-Government Federal Funded Research and Development Center (FFRDC), Systems Engineering and Integration (SE&I) and Systems Engineering and Technical Assistance (SETA) contractor support: Aerospace Corporation, Science Applications International Corporation (SAIC), Integrity Applications Incorporated (IAI) and Engility.

Please use the attached Comment Resolution Matrix (CRM) for consolidated comment submission. Unclassified comments and feedback are being sought with a suspense date of 27 February 2019 at 1:00 p.m. (PST) (Site Visit 20 February 2019). All CRMs shall be submitted to the contracting officer. The Government will consider submitted comments while finalizing the RFP.

Directions on attending the Industry Day are in Attachment 9 with a due date of 8 February 2019 for complete submission of attendees and their requested information. Note: The Government does not plan to conduct another site visit upon release of the RFP; interested parties desiring to see the site should attend the Industry Day.
