Background
The Defense Logistics Agency (DLA) Troop Support, Medical Supply Chain, Capital Equipment Division is the contracting activity responsible for this justification. The purpose of this contract is to purchase additional TOMTEC Cardiac Echo Imaging analysis software applications and applicable licenses for Lackland Air Force Base (AFB). This acquisition aims to enhance the existing TOMTEC Software Package integrated with the Picture Archive and Communication System (PACS) at Lackland AFB, facilitating improved connectivity and functionality across multiple military medical facilities.

Work Details
The contract involves the procurement of twelve (12) TOMTEC Cardiac Echo Imaging software applications and associated licenses from TOMTEC Corporation USA. The software will be installed at Lackland AFB and will enable connectivity for various sites including Brooke Army Medical Center, Eglin AFB, Fort Carson, Keesler AFB, Nellis AFB, Naval Hospital Camp Pendleton, Naval Medical Center Portsmouth, Travis AFB, and Wright-Patterson AFB.

The software will standardize Digital Imaging and Communications in Medicine - Structured Reporting (DICOM-SR) formats to streamline clinical workflows. This requirement is justified as a sole source acquisition due to the unique capabilities of TOMTEC's products which are essential for meeting the agency's needs without compromising cybersecurity standards.
