Background
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT), Platform and Payload Integration Department (Code 45) provides Tomahawk MK 60 All Up Round Simulators (AURSs) to the Virginia Class Construction Yards for use during construction and testing of the Virginia Payload Tube (VPT) and Virginia Payload Module (VPM). One of the main components of the AURS is the Capsule Tube Assembly. NUWCDIVNPT has a Capsule Tube assembly which needs to be refurbished for re-use. The capsule is approximately 2 ft diameter, 25 ft long and weighs approx. 2000 lb. It is composed of a ¼” thick wall steel tube with 2” thick duplex stainless steel flanges welded to both ends. The inside of the capsule is covered with urethane pads held on with an epoxy adhesive. The capsule has been exposed to the outer elements and has become contaminated with rodent urine on the inside. There is potential health and safety hazards associated with exposure to rodent urine and/or droppings. The urethane pads as well as the adhesive have both been contaminated. The rust buildup can retain the ammonia portion and possibly the water of the urine. This task requires manual removal and will require work in a permit required confined space around the rodent urine. In addition, the primer used on the inside of the capsule contains chromate paint which is also harmful to breathe.

Work Details
The Contractor shall refurbish one (1) Capsule Tube Assembly as per Section 4.0 requirements contained in the document.
This includes preparing the Capsule Tube Assembly for shipment to the contractor’s facility within one (1) week of contract award using standard shipping pallets/chocks, plastic end caps, and plastic covering material for weather protection.
Additionally, preparing a TOTEM Dolly (Cart) for shipment to the contractor’s facility within one (1) week of contract award using standard shipping pallet and plastic covering material for weather protection, acquiring and coordinating shipping of the prepared Capsule Tube Assembly and TOTEM Dolly from NUWCDIVNPT to the contractor’s facility, and delivery from the Contractor’s facility back to NUWCDOVNPT.
