Tomahawk Block IV and V All-Up-Round (AUR) Engineering Support Services (ESS)   2

The Naval Air Systems Command (NAVAIR) PMA-280, Patuxent River, Maryland awarded Delivery Order N0001923F0386 under an Indefinite Delivery Indefinite Quantity Contract IDIQ N00019-20-D-0008 Contract Line Item Numbers (CLINs) 3012 and 3023 to Raytheon Missiles & Defense (RMD), 1151 East Hermans Road, Tucson, Arizona on a sole-source basis to perform all work necessary for the initial phase to field the Army's Medium Range Capability (MRC) land based Tomahawk system, to include engineering and analysis support. Tasking includes, but is not limited to, providing all material, labor, program management, and engineering for development of launch and flight performance guidance, thermal environment guidance, Hazard of Electromagnetic Radiation to Ordnance (HERO)/Electromagnetic Vulnerability (EMV), shock and vibe assessment and participation leading to concurrence on common interface specifications. The period of performance for this effort will be 3 months. The start date is April 2023.

Raytheon is the sole manufacturer of the Tomahawk Missile System. This action is being awarded on a sole source basis to RMD in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." RMD is the sole designer, developer, and producer of the Tomahawk Cruise Missile and is the only known source that possesses the requisite knowledge and expertise required to perform this effort within the required schedule. Also, RMD is the only source that possesses the totality of engineering and technical data required to perform these efforts.
NOTE: This acquisition was pursued on a sole source basis under authority of FAR 6.302. All responsible sources may submit a capability statement, which shall be considered by the Navy. The data associated with the Tomahawk Missile is export controlled and is not available to foreign sources or representatives.
