Description

The Office of Strategic Planning and Analysis (NA-183) conducts strategic planning and resource advocacy to sustain and modernize a safe, secure, and effective stockpile for the United States nuclear deterrent on behalf of the Office of Defense Programs (DP). NA-183 leads the integration of DP planning processes for infrastructure, workforce, long-range budgeting, and nuclear security enterprise capabilities as part of the development and publication of the Stockpile Stewardship and Management Plan (SSMP). NA-183 also leads efforts for monitoring the Nuclear Industrial Base along with Committee on Foreign Investment in the United States (CFIUS) activities for DP. This contract will support the development of DP strategic plans, the annual development of the SSMP, industrial base monitoring at the enterprise level, and CFIUS activities
Background
The Office of Strategic Planning and Analysis (NA-183) within the US Department of Energy's National Nuclear Security Administration (DOE/NNSA) is responsible for strategic planning and resource advocacy to maintain a secure and effective nuclear deterrent for the United States. This contract aims to support the development of strategic plans, the annual Stockpile Stewardship and Management Plan (SSMP), monitoring the Nuclear Industrial Base, and Committee on Foreign Investment in the United States (CFIUS) activities.

Work Details
The contractor will provide technical, analytical, and development services across several key areas:

1. **Strategic Planning**: Coordinate DP strategic plans, conduct business case studies, provide input to DOE/NNSA strategic plans, and integrate planning efforts.

2. **Stockpile Stewardship and Management Plan (SSMP)**: Lead the annual SSMP development process including guidance management, integration of inputs, and conducting Integrated Planning Groups for a 25-year Nuclear Security Enterprise plan.

3. **Nuclear Industrial Base Monitoring**: Monitor gaps in the nuclear industrial base, develop briefings for Congress, and synchronize activities across the Nuclear Security Enterprise.

4. **CFIUS Efforts**: Review foreign investment transactions impacting national security and coordinate assessments with M&O partners.

5. **Getting the Job Done List (GTJDL)**: Manage GTJDL processes including progress reviews and updates to NA-10.

6. **Technical Support Services**: Provide program management support, meeting coordination, policy implementation analysis, report preparation, data management solutions, graphic design services, data-driven decision-making tools, and high-priority task support.

Period of Performance
Base Period from January 16, 2026 to January 15, 2027; with four option periods extending through June 15, 2032.

Place of Performance
Services will be performed at the DOE’s James Forrestal Building located at 1000 Independence Avenue SW, Washington D.C., as well as at contractor facilities.
