Description

The JPM CBRN IEW has requirements that may result in full rate production and deployment of MPCSAs in tactical environments worldwide. The Government requires a man-portable system capable of identifying and classifying known and unknown liquid, solid, vapor and aerosol chemical hazards and quantifying low-level vapor and aerosol hazards to meet MPCSA's requirements. The MPCSA will operate in a dismounted configuration. The Department of War will use MPCSAs to conduct and/or support their missions. These missions include post-attack monitoring, base defense, decontamination assurance, demasking, dismounted reconnaissance, and field confirmatory chemical analysis in forward operating locations. JPM CBRN IEW is updating market research from both Government and industry to ensure technical readiness and manufacturing readiness information of available capabilities is current and accurate.

Background
The Joint Project Manager Chemical, Biological, Radiological and Nuclear Integrated Early Warning (JPM CBRN IEW) is focused on developing capabilities for full rate production and deployment of Multi-Phase Chemical Sampling Analysis (MPCSA) systems in tactical environments globally.

The goal is to provide a man-portable system that can identify and classify various chemical hazards, supporting missions such as post-attack monitoring, base defense, decontamination assurance, demasking, dismounted reconnaissance, and field confirmatory chemical analysis.

The JPM CBRN IEW is conducting market research to ensure the technical and manufacturing readiness of available capabilities.

Work Details
The contract requires the development of a man-portable MPCSA system with the following specifications:
- Volume: 1.5 cubic feet or less
- Weight: 40 pounds or less including internal batteries
- Capability to identify and classify liquid and solid traditional Chemical Warfare Agents (CWAs) at very low levels (nanogram level)
- Ability to identify, classify, and quantify low levels of Vapor and Aerosol CWAs, Non-Traditional Agents (NTAs), Toxic Industrial Chemicals (TICs), and Pharmaceutical Based Agents (PBAs) at Part Per Trillion (PPT) levels
- Processing capability of ≥ 20 samples per hour
- Remote operation in an isolated configuration with networking capabilities to other CBRN detectors
- Communication with tablets or computers via TCP/IP through 802.11, ethernet (RJ-45), and USB-C
- Limited use of consumables; where required, consumables should be commercial products when possible
- Modular design with multiple inlets acceptable for exchange
- Continuous operation capability using host platform or fixed-site power sources; 4 hours operation using DoD inventory batteries
- Reproducible performance across high-volume production with well-defined manuals for operation and maintenance as well as training materials.

Bidder Requirements
