Title IV Financial Aid Origination and Disbursement (TIVOD) System & Customer Services Transition Services   4

Background
The U.S. Department of Education (ED), Office of Federal Student Aid (FSA) seeks vendor support to develop the TIVOD Systems & Customer Service Transition, systems supporting the origination, disbursement, and reporting of Title IV federal student aid programs, including, but not limited to, Direct Loans, Pell Grants, and the Teacher Education Assistance for College and Higher Education Grants. The TIVOD solution shall also provide ongoing support for the discontinued Title IV federal student aid programs. The primary goals of this solicitation are to transition and secure platforms, enable data accessibility accelerated analysis, and support critical business processes and decisions, as well as transform customer service and engagement.

Work Details
This will be a hybrid Firm-Fixed-Price award, which will include Time-and-Materials (T&M) Contract Line Item Numbers (CLINs) for Other-Direct-Costs (ODCs). A two-phase solicitation process incorporating a Go/No-Go down-select methodology will be conducted. The procedures in the Department of Education Acquisition Phase II will be allowed to submit proposals for evaluation in Phase II. A tradeoff source Government intends to award without discussions but reserves the right to conduct discussions should it be deemed in 's best interest.

Period of Performance
The proposed period of performance includes a one (1) one-year base period and four (4) one-year option periods. The proposed period of performance is illustrated below: Base Year Period – 02/01/2025 through 01/31/2026; Option Period 1 – 02/01/2026 through 01/31/2027; Option Period 2 – 02/01/2027 through 01/31/2028; Option Period 3 – 02/01/2028 through 01/31/2029; Option Period 4 – 02/01/2029 through 01/31/2030.
