Description of Requirement

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The Department of the Army intends to award a firm-fixed-price, sole-source contract to GE Aviation Systems LLC, 3290 Patterson Ave SE, Grand Rapids, MI 49512-1934, for Time-Sensitive Network (TSN) training services. The authority for this non-competitive action is FAR 13.106-1(b)(1), soliciting from a single source because the contracting officer has determined that the circumstances of the contract action deem only one source is reasonably available. GE Aerospace is the original equipment manufacturer (OEM) and developer of the proprietary Chronos & Helios software and associated hardware, making them the only source capable of providing the required in-depth training on their systems for military ground vehicle platforms.

Background
The Department of the Army, through the Army Contracting Command - Detroit, is seeking to award a firm-fixed-price, sole-source contract to GE Aviation Systems LLC for Time-Sensitive Network (TSN) training services.

This training is essential for government engineers working on the Abrams Ground Vehicle Platform, which is adopting TSN technology to enhance the timing, accuracy, and reliability of critical data messages. Work Details
The contractor shall perform the following tasks:
