Background
The solicitation is for a time charter for two tractor-like tugs to provide harbor support services and ship handling at Naval Submarine Base New London, Groton, CT. The contract will consist of a firm period and four option periods for a total of 59 months. The tugs shall be available 24/7 and the place of performance shall be in the geographical region(s) of New London, CT and the surrounding navigable waters. The contract style is Firm Fixed Price with reimbursable elements.

Work Details
The scope of work includes towing, twisting, mooring, berthing, docking, streaming, shifting, assisting, pulling, and escorting various vessel types, transfers of pilots and government personnel by tug, tug emergency support services, line handling, providing personnel to go aboard a tow, and providing adequate staff and communications to promptly respond to government's requests for services on a 24-hour-day basis. The area of operations includes New London, CT and the surrounding navigable waters. The contract includes provisions for dry-docking, emergency situations and training.

Period of Performance
The contract consists of a firm period and four option periods for a total of 59 months. The firm period is 366 days with commencement on July 1st, 2023 and ending on June 30th, 2024. The option periods range from 365 to 336 days each.

Place of Performance
The place of performance shall be in the geographical region(s) of New London, CT and the surrounding navigable waters.
