Background
The Military Sealift Command is issuing a presolicitation for a time charter to tow an acoustic array in support of U.S. Navy Operations. The contract will be a fixed-priced time charter with reimbursable elements, with a performance period of one 366-day firm period, four additional one-year options, and a fifth option of 336 days. The vessel must be capable of worldwide operations, including support in all ocean basins of the world from the Arctic to the Antarctic during all periods when navigable and ice breaking certification is not required. The vessel operator must also be capable of sustaining the vessel worldwide.

Work Details
The solicitation will require time charter of one US flagged or foreign flagged vessel (to be reflagged US prior to delivery of vessel) time charter required to tow an acoustic array in support of U.S. Navy Operations. Anticipated lay days are between February 27, 2023 – May 27, 2023 and the length of the charter will be for four years and eleven months. The solicitation will be made available on www.sam.gov on or about 18 July 2022.

Period of Performance
The performance period for the contract will be one 366-day firm period, with four additional one-year options and a fifth option of 336 days.

Place of Performance
The contract requires worldwide operations, including support in all ocean basins of the world from the Arctic to the Antarctic during all periods when navigable and ice breaking certification is not required.
