Timber Sale Prep and Professional Forestry Services   2

The Ouachita and Ozark-St. Francis National Forests have a requirement to obtain timber sale prep and other related professional forestry services as detailed in the Schedule of Items and Performance Work Statement of the Solicitation/ Request for Proposals.
This solicitation will result in Performance Based, Indefinite Delivery - Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOC) on the basis of technical capability, past performance and price as best meets the needs of the Government. These contracts will have a base period, which runs through December 31, 2017, and four option years, which if exercised could extend contract performance through December 31, 2021. There is no guarantee that any options will be exercised by the Government.
Individual task orders will be competed among MATOC awardees.
The USDA Forest Service encourages the participation of small, disadvantaged, service disabled veteran, and women owned business enterprises. The North American Industry Classification System (NAICS) code is 115310 and the small business size standard is $7.5 million. The proposed contract is 100% set-aside for small business concerns. All responsible, qualified small businesses may submit an offer which will be considered by the Forest Service.
All Offerors shall be registered at the System for Award Management (www.sam.gov) to be eligible for award.
A pre-proposal conference is scheduled for November 4, 2016 at the Arkansas Procurement Assistance Center (APAC), 2301 S. University Avenue, Little Rock, AR 72204.
Businesses unfamiliar with Federal Government contracting or needing assistance registering at SAM should plan to attend the APAC/Forest Service contract opportunities workshop to be held at 9AM that morning. Pre-registration is required by calling (501) 671-2390. Specific information about this Timber Sale Prep solicitation will be presented at 10:30AM, followed by a question and answer period.
The anticipated date for issuance of the solicitation is on or about November 1, 2016. The actual due date for proposals will be identified on the solicitation.

The following information is provided in response to questions raised at the pre-bid conference held in Little Rock, AR on 11/4/2016. An SF30 Solicitation amendment will NOT be issued; the response date remains 12/1/2016 at 3PM.

1. Cruiser certification and testing are referenced on page 9 of the solicitation under Marker Certification.
2. A sample task order, representative of the initial task order to be issued, has been attached. Additional, future task orders may include more or fewer line items based on the needs of the Government.
