Background
The Department of Veterans Affairs (VA) is seeking to procure a Thulium Fiber Laser System for the VA Texas Valley Coastal Bend Healthcare System (VATVCBHCS). This procurement aims to enhance the capabilities and efficiency of urology surgical procedures, specifically for soft tissue incision/ablation and prostate treatment. The Thulium Fiber Laser is a medical laser used for ureteric and kidney stone management, allowing for minimally invasive procedures that improve patient outcomes and satisfaction.

Work Details
The contract involves the delivery of one Thulium Fiber Laser System with the following specifications:
- Maximum power outlet: 60 Watts
- Maximum frequency output: 2400 Hz
- Maximum pulse energy: 6 J
- Emission wavelengths: between 1920 – 1960 nm
- Must include a swivel LCD display screen
- Compatibility with a full line of surgical fibers for precision cutting of soft tissue
- Standard wall outlet compatibility
- Air-cooled system
- Inclusion of a wireless footswitch, laser cart, and safety goggles.
Additionally, the vendor must provide installation, setup, calibration, initial testing, comprehensive training for operators and biomedical staff, and at least a one-year warranty. Delivery should be completed within 90 days from the date of award, with implementation finalized within 60 days after hardware delivery.

Bidder Requirements
Bidders must be Service Disabled Veteran Owned Small Businesses (SDVOSB) and are required to demonstrate their ability to meet the technical specifications outlined in the Statement of Work. They must also provide evidence of authorized distributor or OEM status for the Thulium Fiber Laser System.

This opportunity appears to have a confirmed incumbent and/or closely related prior contract based on the prior award 36C25923P1566, awarded to Fortec Medical for a “Thulium Fiber Laser” during 09/30/23–11/30/23 (value $100,500). The current RFQ is also for delivery of a Thulium Fiber Laser system for VA urology use, with installation, setup, calibration, initial testing, training, and warranty requirements that are consistent with a continuation of supplying and implementing the same type of medical laser equipment.
