Threat Reduction Logistics Services (TRLS) Bridge

NOTICE OF INTENT TO SOLE SOURCE | This notice is published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract, and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1. The implementation of this contract action is essential to continuing critical logistics support tasks currently provided in support of all Cooperative Threat Reduction (CTR) Program areas while additional contract actions continue to openly compete this requirement. The proposed "bridge" contract is critical to keep operations running in the fluid CTR environment.

The Defense Threat Reduction Agency (DTRA) contracting activity intends to issue a 6-month Cost Plus Fixed fee (CPFF) sole source contract to Culmen International, LLC. Interested parties have seven (7) days from the date of publication of the synopsis to submit in writing (using the email address below) clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after seven (7) days, or without the required information, will be considered non-responsive to this synopsis and will not be considered. A determination by the Government not to conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the Government's discretion.

In the absence of qualified sources, a contract will be awarded under Sole Source Justification procedures, pursuant to 10 U.S.C. 2304(c) (1) and FAR 6.302-1. All inquiries must be submitted in writing to the address stated herein and to the attention of Gage Levac, Contracting Officer. Response to this notice must be received by 9:00 AM EDT, 6 March 2024. Responses must include your business name, CAGE code, point of contact, email address, and telephone number with area code. Telephonic inquiries will not be accepted.
