Synopsis:

NASA/NSSC has a requirement for Thorlabs optomechanical supplies and detectors to aid in the development of a custom solar cell photoluminescence.

NASA/NSSC intends to issue a sole source contract to THORLABS, INC 43 Sparta AVE Newton, New Jersey 07860-2401 United States under the authority of FAR 13.106-1(b)(1)(i). It has been determined that THORLABS, INC is the sole provider of Thorlabs optomechanical supplies and detectors to aid in the development of a custom solar cell photoluminescence.

NASA/NSSC will be the procuring center for this effort. Performance will be located at NASA/ Glenn Research Center (GRC).

The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13.

The NAICS Code for this procurement is 334516.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:00 p.m. Central Standard Time on 5/14/2025. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.

Background
NASA/NSSC has a requirement for Thorlabs optomechanical supplies and detectors to aid in the development of a custom solar cell photoluminescence. NASA/NSSC intends to issue a sole source contract to THORLABS, INC located at 43 Sparta AVE Newton, New Jersey 07860-2401 United States. It has been determined that THORLABS, INC is the sole provider of these supplies and detectors necessary for this project. The procurement will be managed by NASA/NSSC, with performance taking place at NASA/Glenn Research Center (GRC).

Work Details
The contract involves the procurement of a range of optomechanical supplies and detectors for developing a custom solar cell photoluminescence and carrier lifetime characterization system. The specific items include:

- **Optical Equipment:**
- Microscope objective, Infinity Corrected, 400 – 1100nm ARC, 0.75NA, 50X magnification.
- Tube lens for objective.
- Filter set for shortpass and longpass filtration (SM1 compatible).
- Neutral Density Filters (OD: 3&6) for 350nm-700nm and 650nm – 1050nm.
- Beam splitter plates (600nm -1700nm).
- Dichroic mirrors for transmission (650nm – 1600nm) and reflection (400 -633nm).
- Adjustable Zoom beam expander (400nm – 650nm) & (650nm – 1050nm).
- Zoom fiber collimator.

- **Detectors:**
- Power & Energy Meter.
- Si Sensor for measurements from 500 nW – 500mW.
- Thermopile Sensor for measurements from 100uW – 5W.
- Compact Si Sensor with SMA attachment for measurements from 20nW – 50mW.
- Single Photon detector capable of measuring lifetimes from as low as 1ns to up to 1ms (400nm -1000nm).

- **Mechanical Supplies:**
- Filter wheel stations with a maximum capacity of holding up to 12 filters.
- Post holders, optical posts, mounting posts, optical rails, table clamps, and breadboards.
- X-Y translation stage with a travel range of up to150 mm.
- Z translation stage with a travel range of up to50mm.
- Controllers for translation stages.

- **Laser Safety Equipment:**
- Four Hinged L-Shaped optical enclosures measuring21” x15” x12” (L x W x H), capable of being joined together to form one enclosure.
