This Solicitation is Restricted to the Region 5 FERM BPA Holders

Background
The solicitation is issued by the U.S. Department of Agriculture (USDA) for the Atmospheric River (AR) Clover Meadow Road Repairs project. The project aims to restore and repair approximately 102 miles of National Forest Roads that were affected by severe weather events, specifically an atmospheric river event in 2023. The goal is to ensure the integrity of the roads and reestablish proper drainage functions to prevent future damage.

Work Details
The scope of work includes:
- Mobilization and site preparation.
- Disposal of approximately 240 linear feet (LNFT) of 18" and 36" corrugated metal pipes (CMP).
- Installation of Class 3 riprap and base rock using compaction methods.
- Importing and installing new 36" corrugated metal pipes, including end sections.
- Replacing existing ranch gates and implementing temporary traffic control measures.
- Restoring drainage functions through grading and vegetation cutting along the roadway.
All work must comply with federal, state, and municipal laws, codes, and regulations applicable to the performance of the work.

Period of Performance
The contract will be performed from March 10, 2026, to July 14, 2026.

Place of Performance
The construction projects will be performed in Sierra National Forest, specifically at 1600 Tollhouse Rd, Clovis, CA 93611-0532.
