Background
The United States Coast Guard (USCG) intends to award a sole-source purchase order to CMLabs USA Inc. for the Annual Maintenance and Support (AMS) agreement for the WLM and WLB simulator systems at USCG Base Portsmouth, VA. This decision is based on CMLabs' status as the Original Equipment Manufacturer (OEM) with exclusive proprietary software rights, source code, and technical data.

The goal of this contract is to ensure continuous training availability and operational readiness of critical simulator systems used for high-risk cutter operations.

Work Details
The contractor will provide an Annual Maintenance and Support (AMS) agreement that includes:
1. Unlimited Remote Technical Support during regular business hours;
2. Simulation Software Maintenance and Bug Fixes, including resolution of critical software issues;
3. Hardware Component Warranty & Shipping for repair or replacement of failed hardware parts;
4. Documentation Updates to correct discrepancies;
5. Emergency On-Site Repair Support as needed.

The contract does not cover system modifications or procurement of additional spare parts.

Period of Performance
Base Period: September 11, 2026, through September 10, 2027; Option Year One: September 11, 2027, through September 10, 2028; Option Year Two: September 11, 2028, through September 10, 2029; Option Year Three: September 11, 2029, through September 10, 2030; Option Year Four: September 11, 2030, through September 10, 2031.

Place of Performance
USCG Base Portsmouth Training Labs, Portsmouth, VA.

Bidder Requirements
Offerors must demonstrate a thorough understanding of the requirements and confirm their ability to meet all objectives outlined in the Statement of Work (SOW). They must provide evidence of past performance on similar simulator maintenance efforts with federal agencies and submit a detailed technical approach for completing all requirements of the SOW.

The DHS US Coast Guard intends to award a sole-source purchase order using the procedures at FAR 12.102(a). It has been deemed that only one source, CMLabs USA Inc., is available to meet this specific requirement due to their status as the Original Equipment Manufacturer (OEM) with exclusive proprietary software rights, source code, and technical data. This purchase order is intended to be awarded to CMLabs USA Inc. for the Annual Maintenance and Support (AMS) agreement for the WLM and WLB simulator systems. The requirements are further detailed in the Statement of Work attached to this notice.

This notice of intent is not a request for competitive proposals or quotations. Any party who believes they can fulfil this requirement should submit a capability statement for consideration by the government. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct competitive procurement.

The government will not be responsible for any costs incurred by responding to this notice. A party may identify their interest and submit a capability statement by September 10, 2026, at 1100 EST.
