NOTICE OF INTENT TO SOLE SOURCE

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Subpart 5.101 requiring dissemination of information for proposed contract actions. This is a notice of intent to award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract and is not a request for competitive quotes/proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.

Market Research: The Iraqi Ministry of Foreign Affairs has informed all diplomatic missions via a formal diplomatic note that the Iraqi National Insurance Company is the only approved and recognized vendor to issue liability policies to diplomatic missions. Under 22 U.S.C. 2670(a), the Government may obtain insurance on official motor vehicles operated by the Department of State in foreign countries and pay the expenses incident thereto. Adequate third-party liability insurance must be purchased by the Government where required by local law.

The Embassy of the United States of America in Baghdad, Iraq intends to issue an one-year IDIQ contract with a fixed unit price as a sole source award to the Iraqi Insurance Company (IIC) on or about November 10, 2021. The ordering period will be twelve (12) months with anticipated maximum value of USD 500,000 in which the funding will be obligated at the task order level. Under the IDIQ, the IIC will provide Third Party Liability Insurance for property damage and bodily injury for all Mission Iraq Government owned motor vehicles.

The North American Industry Classification System (NAICS) code for this requirement is: 524126 - Direct Property and Casualty Insurance Carriers.

This notice is not a request for proposals or quote. However, all responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the agency before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.

Interested vendors must respond to this notice on or before November 4, 2021, at 3:00 pm local (Iraq) time by sending an email to BaghdadGSOProcBid@state.gov.
