Product Manager Ground Sensors (PM GS) is providing Government Responses to Questions posed from Industry during the Industry Day held on 12 July 2021 for the tentative Third Generation Improved Forward-Looking Infrared (3GEN FLIR) Dewar Cooler Bench (DCB) Low Rate Initial Production (LRIP) effort.

This announcement should not be construed as a Request for Proposal (RFP) or a commitment by the U.S. Government. The U.S. Government does not intend to award a contract on the basis of feedback nor information submitted to date.

The 3GEN FLIR is the next generation of reconnaissance, surveillance and target acquisition (RSTA) sights to restore sensor overmatch through significant improvements in range and resolution. The 3GEN FLIR program incorporates High Definition (HD) dual band Mid-Wave Infrared and Long-Wave Infrared (MWIR/LWIR) sensing technology advances into a common B-Kit for RSTA capabilities in day-night and degraded battlefield environments. The 3GEN FLIR B-Kit provides the ability to detect threats at greater distances under a full spectrum of conflict and battlefield conditions. 3GEN FLIR enhances the platform's effectiveness and survivability by providing greater situational awareness promoting combat effectiveness and reducing fratricide. The purpose of the 3GEN FLIR DCB LRIP contract is to produce a common DCB for integration into the 3GEN FLIR B-Kit, implement configuration and manufacturing controls for a stable product baseline, and demonstrate the ability to produce DCB's in quantity in anticipation of a subsequent Full-Rate Production (FRD) contract.

Background
Product Manager Ground Sensors (PM GS) provided government responses to questions from the Industry Day held on 12 July 2021 for the Third Generation Improved Forward-Looking Infrared (3GEN FLIR) Dewar Cooler Bench (DCB) Low Rate Initial Production (LRIP) effort.

The 3GEN FLIR program will deliver next-generation reconnaissance, surveillance and target acquisition sights integrating HD dual-band MWIR/LWIR sensing technology into a common B-Kit for enhanced day-night and degraded battlefield operations.

The LRIP contract aims to produce a common DCB for integration into the 3GEN FLIR B-Kit, establish configuration and manufacturing controls for a stable product baseline, and demonstrate production in quantity in anticipation of a subsequent Full-Rate Production contract.

Work Details
Contractor shall manufacture and deliver DCB units across multiple procurement lots, establish and maintain configuration and manufacturing controls, and conduct all tests specified in the Vehicle Configuration Requirements Matrix (100% FAT, excluding nuclear testing).

Deliverables include:
- Test & Inspection Results and Repair Estimate Report (A015)
- Repair and Tracking Report (A016)
- Failure Summary and Analysis Report (A017)

Security tasks include:
- Implement a 3GEN FLIR Security Program per DD254 with Operations Security (OPSEC)
- Maintain a Threat Awareness Reporting Program (TARP) and System Security Management
- Provide a Program Protection Implementation Plan (PPIP) in the SEMP detailing Supply Chain Risk Management (SCRM) countermeasures
- Support Government Program Protection Surveys
- Comply with DA PAM 70-3 and MIL-HDBK-1785
- Document compliance with NIST SP 800-53 Rev 4 and DoDI 8500.01/8510.01
- Apply DISA STIGs
- Perform vulnerability scans with ACAS and mitigate all category 1 and 2 findings
- Manage Essential Elements of Friendly Information (EEFI)
- Complete OPSEC Level I training within 30 days of hire with an annual refresher
- Conduct annual TARP training

Period of Performance
LRIP deliveries are planned through FY25, with the Full-Rate Production RFP tentatively scheduled for 3Q FY25 and first FRP deliveries to immediately follow the final LRIP deliveries at approximately the same monthly rate; exact award date to be determined.

Place of Performance
At the Contractor’s U.S. manufacturing and test facilities and at designated Government test and integration sites as specified in the post-award contract documents.

Bidder Requirements
Offerors must:
- Have a 3GEN FLIR Security Program compliant with the DD254
- Maintain an OPSEC Program per AR 530-1 with a certified Level II OPSEC coordinator
- Implement a Threat Awareness Reporting Program per AR 381-12 with annual TARP training
- Provide a PPIP in the SEMP
- Demonstrate compliance with NIST SP 800-53 Rev 4 and DoDI 8500.01/8510.01
- Apply DISA STIGs
- Conduct ACAS vulnerability scanning and mitigation
- Flow down security engineering requirements to subcontractors
- Include long-lead material (LLM) lists for Lot 1 and Lot 2 in their proposals as required by Section L
