Background
The U.S. Department of Agriculture (USDA) is seeking office space in Richlands, NC. The goal of this contract is to secure a fully serviced lease that meets the agency's requirements for occupancy and operational functionality.

Work Details
The work includes Tenant Improvements (TIs) such as painting and re-carpeting of the leased premises, as outlined in Section 5 of the Lease. All TIs required for occupancy must be performed by the successful Offeror as part of the rental consideration, adhering to quality standards specified in the RLP package and its attachments.

The Offeror is responsible for providing turnkey pricing that encompasses all administrative costs, general contractor fees, subcontractor profits, project management fees, design costs, and other associated project fees necessary to prepare construction documents and complete TIs. The Offeror must prepare all documentation required to receive construction permits, ensuring no costs associated with the building shell are included in TI pricing.

Additionally, following initial offers, Offerors must coordinate a Design Intent Drawings (DID) workshop with their design and construction team to finalize DIDs before establishing final pricing. The Lessor must provide a minimum of three finish options for interior elements that comply with specifications set forth in the Lease. A construction schedule detailing phases of permitting, design, and construction must align with USDA's required occupancy date.

Period of Performance
The period of performance will commence upon receipt of Notice to Proceed following Lease award and will continue through the completion of construction activities as outlined in the contract.
