Background
The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers from qualified U.S. citizens to work overseas as an Executive Officer (EXO). This position is critical for supporting USAID's mission and program objectives in various international contexts, particularly in response to urgent demands or crises that require specialized skills and additional staffing.

Work Details
The Executive Officer (EXO) will serve as a key business advisor, responsible for applying strategic planning and policy formulation tools to develop and implement management solutions. The EXO will report directly to the Mission Director or his/her designee and will oversee a range of administrative functions including:

- General Administrative Direction: Ensuring timely delivery of quality services, coordinating activities, implementing productivity-enhancing systems, conducting customer satisfaction surveys, and maintaining internal controls.

- Budget and Procurement: Preparing annual procurement budgets, overseeing acquisition projections, ensuring adherence to requirements, and signing procurement actions.

- General Services: Managing personal property programs, developing standards for property control, managing real property programs, and conducting newcomer orientation training.

- Facility Maintenance and Repair: Overseeing maintenance of USAID facilities and managing construction projects.

- Travel Management: Assisting in managing official travel requests.

- Safety and Security Programs: Administering safety protocols including emergency notifications and evacuation procedures.

- Other Activities: Representing USAID in interagency forums, developing administrative policies, advising on personnel matters, and analyzing mission management requirements.

Period of Performance
The contract will be performed over a minimum activation of 90 workdays to a maximum of 250 workdays during each contract year. Deployments can last from two months to almost a full year but cannot exceed 250 days.

Place of Performance
The contract will be performed overseas at various USAID missions.
