The U.S. Department of Veterans Affairs (VA) Seeks Expressions of Interest for approximately 25,050 ABOA SF/not to exceed 28,181 RSF of Leased lab, office and warehouse space and 32 parking spaces, for use by the VA as an Optical Fabrication Lab (OFL) and Veterans Mail Out Center (VMOC) in the delineated area explained below within Boise, ID.
Delineated Area: To receive consideration, submitted properties must be located within the following area described below, which is bound by the following roads, or must front on any of the following boundary lines: Northern Boundary: Hwy 44
Southern Boundary: Kuna Mora Rd; Deer Flat Rd; Locust Ln
Eastern Boundary: Hwy 44; East Warm Spring Ave; Hwy 21; I-84
Western Boundary: Middleton Rd

Background
The U.S. Department of Veterans Affairs (VA) is seeking expressions of interest for leasing approximately 25,050 ABOA SF (not to exceed 28,181 RSF) of lab, office, and warehouse space along with 32 parking spaces. This space will be utilized as an Optical Fabrication Lab (OFL) and Veterans Mail Out Center (VMOC) in Boise, ID.

The purpose of this announcement is to identify potential sources and suitable locations for the lease, not to solicit offers or proposals.

Work Details
The VA requires the following specifications for the leased space:
1. The offered space must be located on one contiguous floor.
2. Bifurcated sites, including parking, are not permissible.
3. Space configurations with atriums or other interruptions are not acceptable; extremely long or narrow spaces (more than twice as long as wide), irregularly shaped spaces, or unusual building features that adversely affect usage will not be considered.
4. The offered space cannot be in the FEMA 100-year flood plain.
5. The space must be zoned for VA’s intended use by the time initial offers are due.
6. A loading dock or loading area with a roll-up door is required; the parking lot must accommodate deliveries by semi-trucks with trailers.
7. Structured parking under the space is not permissible.
8. The offered space must meet Federal and Local Government requirements for fire safety, physical security, accessibility, seismic, and sustainability standards.
9. A fully serviced lease is required.
10. The warehouse portion must be climate controlled and have a minimum ceiling height of 26 feet clear with column spacing of at least 30 feet.
11. Power needs include approximately 30 units requiring 480V 20A 3-phase power and 4 units needing 20KWh for 12 hours a day, five days a week.

Period of Performance
The lease term is anticipated to be for 15 years with a firm commitment of 10 years.

The geographic location for performance is within Boise, ID, specifically bound by the following roads: Northern Boundary: Hwy 44; Southern Boundary: Kuna Mora Rd; Deer Flat Rd; Locust Ln; Eastern Boundary: Hwy 44; East Warm Spring Ave; Hwy 21; I-84; Western Boundary: Middleton Rd.
