The Internal Revenue Service (IRS) is conducting market research to identify qualified small businesses capable of providing ongoing technical, program management, and knowledge transfer support for the Return Integrity & Compliance Services (RICS) Application Modernization (RAM) Project. If your firm may be interested in this requirement, is a qualified small business for the NAICS code 541512 Computer Systems Design Services, and has performed similar projects, we request the information shown below. A firm that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This is a Sources Sought Notice only; no contract will be awarded from this announcement.

Background
The Internal Revenue Service (IRS) is conducting market research to identify qualified small businesses capable of providing ongoing technical, program management, and knowledge transfer support for the Return Integrity & Compliance Services (RICS) Application Modernization (RAM) Project.

The RICS Application Modernization Project was initiated in 2014 to migrate legacy applications to secure, scalable, web-based solutions hosted in a common SQL environment. Current efforts include operations and maintenance (O&M) of existing RICS applications, conversion of Access-based systems to SQL/web, enhancement and new application development, process automation, and compliance with security and accessibility mandates.

Work Details
The Contractor will provide services in the following primary areas:

- Technical Requirement Support including O&M for RICS systems; application development and enhancements; troubleshooting and break/fix resolution; mitigation of Section 508 and security deficiencies; agile Scrum development support; creation and maintenance of technical documentation.

- Knowledge Transfer & Training involving the development of a Knowledge Transfer Plan; ongoing training for IRS staff on applications, infrastructure, and tools.

- Program Management Support covering financial management; deliverables tracking; change control board (CCB) process support; reporting.

- Transition to Support which includes documentation transfer, lessons learned, and configuration details at contract closeout.

- Optional Surge Support for increased services as needed for additional development, infrastructure, or support tasks.

Offerors must demonstrate experience with Microsoft SQL Server 2022, Windows Server 2022, IIS 10+, SSRS, SSIS, Azure DevOps, Microsoft Visual Studio, .NET (C#, MVC, Entity Framework), JavaScript frameworks (Angular, React, VueJS), Microsoft Access/VBA.

Period of Performance
Base Year: 09/21/2025 – 09/20/2026 with four (4) one-year options through 09/20/2030.

Place of Performance
Work will be performed remotely with limited access to the Martinsburg Data Center (Martinsburg, WV) as needed.
