USAID anticipates to award up to six (6) 5-year Indefinite Delivery, Indefinite Quantity Contracts (IDIQs) to local "Liberian firms" resulting from this RFP. The contracts are limited to local entities/local Liberian firms and organizations as defined in Section 7077 of Public Law 112-74, the Consolidated Appropriation Act, 2012 (P.L. 112-74), as amended by Section 7028 of the Consolidated Appropriations Act, 2014 (P.L. 113-76). Only local Liberian firms or organization will be considered for award. For the purpose of this RFP, local entities include an individual, corporation, commercial organization and nonprofit organization that:

(1) Is legally organized under the laws of Liberia;

(2) Has as its principal place of business or operations in Liberia;

(3) Is majority owned by individuals who are citizens or lawful permanent residents of
Liberia; and

(4) Is managed by a governing body the majority of who are citizens or lawful
permanent residents of Liberia

This IDIQ will be utilized to execute a broad range of construction projects for Liberia. Project specific task orders will be issued under the resultant IDIQ contract. Task Orders will be issued as Firm-Fixed Price (FFP) based on the requirements of the SOW for projects identified via RFTOP. The projects will include tasks in a variety of trades such as; as demolition, site work, excavation, cast-in-place concrete, masonry, electrical, plumbing, mechanical, painting, and other specialty and general contracting work.

A RFTOP issued under this contract may be issued to more than one contractor and will include documents defining the submission and project requirements.

Each task order will, include specific statement of works, designs (when applicable), special conditions, period of performance, and conditions.

Under the terms and conditions of this IDIQ and resultant task orders, the Contractor shall provide all construction services or other services not necessarily of construction nature but which provides a basis for construction services.

An independent international Contractor hired by USAID and hereinafter referred to as the Construction Oversight Contractor (COC) will provide full time construction oversight and onsite mentorship to the Contractor. However, Quality Assurance (QA) will be performed by USAID with support from the COC to verify that the levels of workmanship and quality of materials stipulated in the contract specifications are met. Notwithstanding Quality Assurance efforts of USAID, the Contractor remains fully responsible for the quality of work performed under and any resultant Task Orders.
