The Regional Contracting Office, MCAS Iwakuni, is soliciting quotations for inspection, testing, and maintenance (ITM) services for firefighting and emergency response equipment. Services include annual ITM for LPG live fire training props and electro-hydraulic extrication tools, semi-annual ITM for breathing air compressors and cascade systems, and associated travel and per diem in accordance with JTR.

The resulting firm-fixed-price contract will include a 12-month base period, two 12-month option periods, and a potential 6-month extension. Period of performance begins 01 September 2025. DPAS rating is DO-S10. NAICS code is 811310. PSC code is J042.

This acquisition is conducted under FAR Parts 12 and 13, using procedures compliant with Federal Acquisition Circular (FAC) 2025-04 and DFARS Publication Notice (DPN) 20250117.

Clarification Notice:
This Combined Synopsis/Solicitation document does not include the following SF1449 blocks stated on Page 1 titled SUBMISSION OF OFFERS.:

  • Block 17b: "Remit to" address (if different from mailing address)
  • Block 26: Total Offered Price

Background
The Regional Contracting Office at Marine Corps Air Station (MCAS) Iwakuni is seeking quotations for inspection, testing, and maintenance (ITM) services for firefighting and emergency response equipment.

The agency's mission is to ensure the operational readiness of its fire and emergency services through compliance with applicable laws, codes, and industry standards. The goal of this contract is to maintain safety and functionality of critical training props and equipment essential for emergency response operations.

Work Details
The contractor shall provide all labor, materials, and equipment necessary for the ITM services as outlined in the Performance Work Statement (PWS). Specific tasks include:
1. Annual ITM for LPG live fire training props including five types of mobile trainers (e.g., Falcon Car Fire Trainer, Helicopter Fire Trainer) in accordance with NFPA 1402 standards.
2. Annual ITM for electro-hydraulic extrication equipment including multiple Hurst tools per NFPA 1937 standards.
3. Semi-annual ITM for breathing air compressors from manufacturers like EagleAir and Bauer according to OSHA standards.
