Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. It is the Government's intent to award this requirement using FAR Subpart 13.5 procedures. This announcement constitutes the only solicitation; quotes are being requested and no other written solicitation will not be issued. Quotes shall reference solicitation number HQC00425QE032. This Request for Quote (RFQ) document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025/04 dated 06/11/2025. The associated NAICS code is 811310 with a small business size standard of $12,500,000. The Government intends to award one firm fixed price contract for one base year and four one-year options. The options may be exercised at the discretion of the Government. This solicitation is being issued as 100% total small business set-aside.

Background
The Defense Commissary Agency (DeCA) is seeking commercial services for preventive maintenance (PM) and unscheduled repair services of Miscellaneous Food Processing Equipment (MFP) at their stores located at Group 23 Minot AFB.

The goal of this contract is to ensure that the food processing equipment operates efficiently and safely, thereby supporting DeCA's mission to provide quality food products to military personnel and their families.

Work Details
The contractor shall perform the following tasks:

1. Preventive Maintenance (PM): Conduct scheduled operational checks and services on designated MFP equipment, ensuring it is maintained according to the manufacturer's intended use. This includes labor and supply costs for lubricants, consumables, and bench stock.

2. Unscheduled Maintenance Repair or Service: Provide adjustments, repairs, removals, disassemblies, cleanings, or replacements needed to fix equipment as unexpected problems arise. The types of MFP equipment covered include meat saws, mixer/grinder systems, various ovens (rotary and roll-in), and other specified machinery. The contractor will assume full financial responsibility for PM performed on equipment above totals listed in the inventory attachment.

Period of Performance
Base Year: September 15, 2025 – September 14, 2026; Option Year One: September 15, 2026 – September 14, 2027; Option Year Two: September 15, 2027 – September 14, 2028; Option Year Three: September 15, 2028 – September 14, 2029; Option Year Four: September 15, 2029 – September 14, 2030.

Place of Performance
The contract will be performed at various Defense Commissary Agency locations in the Continental United States (CONUS), including Alaska, Hawaii, and Puerto Rico.
