Description

This is a Request for Information (RFI) only. This is NOT a solicitation for proposals, proposed abstracts or quotations and does not commit the Centers of Medicare and Medicaid (CMS) to award a contract now or in the future. The purpose of this RFI is to obtain information for project planning to explore solutions, Respondent capabilities and technologies to refactor the application codebase to a more current version of .NET for the Centers for Medicare & Medicaid Services Analysis, Reporting & Tracking System (CMS ARTS).

The Centers for Medicare & Medicaid Services Analysis, Reporting and Tracking System (CMS ARTS) is the CMS system of record for tracking Contractor Business Proposals, Cost Reports, Deliverables, and Workload Information for various departments within the agency and contains financial, budget and cost related information which includes but is not limited to dashboard reports, contract performance reports and FOIA requests. This system is used by CMS staff and various contractors, including but not limited to Medicare Administrative Contractors (MACs), Program Safeguard Contractors (PSCs) and Qualified Independent Contractors (QICs).

Background
The Centers for Medicare & Medicaid Services (CMS) is seeking information to explore solutions and capabilities for refactoring the application codebase of the Analysis, Reporting & Tracking System (CMS ARTS) to a more current version of .NET. CMS ARTS serves as the system of record for tracking Contractor Business Proposals, Cost Reports, Deliverables, and Workload Information across various departments within CMS. It is utilized by CMS staff and contractors including Medicare Administrative Contractors (MACs), Program Safeguard Contractors (PSCs), and Qualified Independent Contractors (QICs).

The goal is to enhance the system's functionality and efficiency while transitioning to a cloud-native posture that leverages new technologies.

Work Details
The scope of work includes:
1. Maintaining AWS environments and services, including DevSecOps implementation for software development, testing, and deployment.
2. Providing operations, maintenance, and enhancement services for CMS ARTS.
3. Offering program and analytical support to enhance CMS ARTS.
4. Delivering configuration and release management services.
5. Providing general support services and end-user support for CMS ARTS.
6. Conducting User Acceptance Training and Testing for scheduled releases.
7. Developing infrastructure as code, disposable microservices architecture for refactoring changes within AWS.
8. Implementing a full codebase conversion from .NET 4 to .NET 8 or better.

Period of Performance
The base period of performance will commence from the date of award with four one-year options thereafter.

Place of Performance
Services will be provided at the Contractor’s site and at other CMS locations throughout the Baltimore/Washington metropolitan areas.
