This notice is being published in accordance with Federal Acquisition Regulation (FAR) subpart 8.405-6 (a) (2) (i) (A) and (B) (1) (3). Blanket Purchase Agreement 86614324A00007 with a ceiling of $2,000,000.00, was awarded to The Arbinger Company against their GSA Schedule GS-10F-099AA on 9/23/2024 for their Outward MindsetTM Training Services for HUD staff Enterprise-wide. This award is an expansion of a pilot Outward MindsetTM training program previously conducted at HUD Headquarters for the Office of the Assistant Secretary for Administration (OASA). The Limited Sources Justification is attached. This is not a request for competitive quotes/proposal.

Background
The Department of Housing and Urban Development (HUD) is seeking to expand its Outward Mindset™ Training Services, which were previously piloted at HUD Headquarters.

The Arbinger Company has been awarded a Blanket Purchase Agreement (BPA) with a ceiling of $2,000,000.00 for providing these training services across the agency.

The goal of this initiative is to enhance leadership capabilities and improve organizational culture within HUD.

Work Details
The contract includes the following primary objectives for the Outward Mindset™ training initiative:
1. Develop accountable and proactive leaders by shifting focus from merely holding individuals accountable to nurturing their capacity for leadership and responsibility.
2. Enhance and improve organizational culture, belonging, and morale.
3. Foster a culture of accountability where employees are engaged and responsible for results and performance.

The training will consist of live in-person or virtual courses, all necessary materials, follow-up coaching for HUD staff, and online resources for all employees.

This comprehensive program aims to address systemic culture issues identified in employee surveys.

Period of Performance
The period of performance for the BPA is set for one base year with four option years, starting from the anticipated award date of September 30, 2024.

Place of Performance
The training services will be performed enterprise-wide at various HUD locations.
