Description

The Government has an ongoing need for the full range of staff support services to include, administrative support, operations support, information systems engineering support, and logistics support for the U.S. Army Network Enterprise Technology Command (NETCOM), 160th Theater Signal Brigade, and its subordinate commands, 25th and 54th Strategic Signal Battalions. The contractor shall provide all management, personnel, administration, deliverables, reporting, housing, leased vehicles, travel, training, and equipment required to perform the Brigade and Battalion staff support services. Primary places of performance are Kuwait and Qatar, with the possibility of expansion into other locations within Southwest Asia or Central Asia.
The solicitation will be unrestricted (full and open) and utilize the competitive procedures described in FAR Part 15.
The resultant contract will be an incrementally funded, non-commercial, cost reimbursable, single C type contract awarded to the responsible offeror whose proposal conforms to the solicitation requirements and presents the best value to the Government, with appropriate consideration given to the evaluation factors of Mission Support, Past Performance, and Cost. Award will be made without discussions.

Background

The resultant contract will be an incrementally funded, non-commercial, cost reimbursable, single 'C' type contract awarded to the responsible offeror whose proposal conforms to the solicitation requirements and presents the best value to the Government.

Work Details
The contractor is required to provide all management, personnel, administration, deliverables, reporting, housing, leased vehicles, travel, training, and equipment required to perform the Brigade and Battalion staff support services. The work includes delivering detailed reports, drawings, plans, site surveys, systems designs, calculations, specifications for Brigade/Battalion projects in a timely manner; tracking non-tactical vehicles in the brigade; ensuring mission essential personnel are available 24/7 with a two-hour response time for emergencies; delivering safety training reports and safety and health surveys; providing accurate personnel data reports; delivering weekly status reports; conducting quarterly formal inspections; ensuring qualified and trained personnel are provided 100% of the time; ensuring all process controls and evaluation techniques are in place and validated by the Quality Control Plan (QCP) for current requirements and as requirements emerge to meet standards; ensuring compliance with U.S. Zero Tolerance policy on human trafficking.

Period of Performance
The period of performance will be ongoing with primary places of performance in Kuwait and Qatar. There is also a possibility of expansion into other locations within Southwest Asia or Central Asia.
