Program title: The 160th Theater Signal Brigade, Administration, Information Technology Engineering and Logistical Support (AITEL) for Southwest Asia and Central Asia.

This is a pre-solicitation notice to Industry in accordance with the Federal Acquisition Regulation Subpart 5.203.

The Government has an ongoing need for the full range of staff support services to include, administrative support, operations support, information systems engineering support, and logistics support for the U.S. Army Network Enterprise Technology Command (NETCOM), 160th Theater Signal Brigade, and its subordinate commands, 25th and 54th Strategic Signal Battalions. The contractor shall provide all management, personnel, administration, deliverables, reporting, housing, leased vehicles, travel, training, and equipment required to perform the Brigade and Battalion staff support services. Primary places of performance are Kuwait and Qatar, with the possibility of expansion into other locations within Southwest Asia or Central Asia.

The solicitation will be unrestricted (full and open) and utilize the competitive procedures described in FAR Part 15.

The resultant contract will be an incrementally funded, non-commercial, cost reimbursable, single C type contract awarded to the responsible offeror whose proposal conforms to the solicitation requirements and presents the best value to the Government, with appropriate consideration given to the evaluation factors of Mission Support, Past Performance, and Cost. Award will be made without discussions.

The anticipated period of performance (PoP) shall not exceed 66 months as follows:

Phase-in Period: Dates Specified in the RFP (2-months)

Base Period Dates Specified in the RFP (10-months)

Option Period One (52.217-9): Dates Specified in the RFP (12 months)

Option Period Two (52.217-9): Dates Specified in the RFP (12 months)

Option Period Three (52.217-9): Dates Specified in the RFP (12 months)

Option Period Four (52.217-9): Dates Specified in the RFP (12 months)

Option to Extend Services (52.217-8): TBD when/if utilized (NTE 6-months)

The Government intends to award a performance-based Cost-Plus-Fixed-Fee (CPFF) contract utilizing Cost-Plus-Fixed-Fee and (CPFF) and Cost performance elements. The anticipated CLIN structure is as follows:

The current services are performed under contract W91RUS-17-C-0044, which expires on 30 August 2024.

The AITEL solicitation will be released in approximately 15 days. Industry will have at least 30 days to develop a proposal. The solicitation will be processed through the Procurement Integrated Enterprise Environment (PIEE)/ solicitation module. In the meantime, individual inquiries will not be answered.

Work Details
The contractor shall provide all management, personnel, administration, deliverables, reporting, housing, leased vehicles, travel, training, and equipment required to perform the Brigade and Battalion staff support services. The work includes preparing and reviewing project time schedules; analyzing project proposals; providing input during construction contract negotiation; coordinating design phases; maintaining engineering data and milestones; participating in meetings with contractors and project sponsors; advising on inspection, maintenance and repair standards; evaluating programs and projects to assure compliance with environmental, energy use, safety and security standards.

Period of Performance
The anticipated period of performance (PoP) shall not exceed 66 months as follows: Phase-in Period (2 months), Base Period (10 months), Option Period One (12 months), Option Period Two (12 months), Option Period Three (12 months), Option Period Four (12 months), Option to Extend Services (NTE 6 months).
