Proposals are due to the address provided in the RFP on 17 March 2014 at 1400 EDT. Prior to that time, Offerors shall check the operating status of Marine Corps Base Quantico (MCBQ) at http://www.quantico.marines.mil/Resources/Weather.aspx. If the Base is listed as "Code Red" it is closed. In the event MCBQ is Code Red on 17 March 2014, then proposals are due no later than 18 March 2014 at 1400 EDT. IMPORTANT NOTE: MCBQ does NOT follow the closing schedule of the Office of Personnel Management (OPM). OPM may declare the Federal Government closed but MCBQ may still be open. Therefore, it is imperative that Offerors check the website listed here to determine whether MCBQ is open - NOT the guidance from OPM. If MCBQ is not in a Code Red status (e.g., Code Green, Yellow or Blue), then proposals will be due by the date and time listed above. If MCBQ is open on 17 March 2014 and an Offeror fails to provide its proposal by the date and time listed, that Offeror's proposal is LATE and shall not be considered for award.
