This justification is to seek approval of the use of limited sources under Federal Acquisition Regulation (FAR) 8.405-6 under the authority of the GSA Multiple-Award Schedule Program, FAR 8.401. The proposed action is for the procurement of new test support watercraft to provide critical safety infrastructure necessary to support personnel and systems during maritime demonstrations, experimentations, testings and evaluations. This procurement will support developmental testing of the Advanced Reconnaissance Vehicle (ARV); continued test support for the Amphibious Combat Vehicle (ACV) Family of Vehicles (FoV); littoral Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, Reconnaissance, and Targeting (C5ISRT) experimentation and testing, and Department of the Navy (DoN) rapid prototyping efforts for maritime autonomous and uncrewed systems.
