Background
The Test Operations and Sustainment (TOS) II contract is issued by the AEDC (Arnold Engineering Development Complex) to support various test and evaluation projects for aerospace systems.
The mission of AEDC is to provide comprehensive test and evaluation capabilities to ensure the effectiveness and safety of aerospace systems. The goal of this contract is to develop a viable solicitation that effectively communicates the Government's requirements to industry, focusing on enhancing testing capabilities and supporting technological advancements.
Work Details
The contractor will be responsible for a variety of tasks including:
1. **Test and Evaluation**: Directing and managing test projects, developing Rough Order of Magnitude (ROM) cost estimates, creating Statements of Capability (SOC), and developing test plans as necessary.
2. **Performance Requirements**: Ensuring at least 98% of validated customer feedback indicates that expectations are met or exceeded.
3. **Technology Projects**: Identifying, designing, developing, and executing technology projects aimed at eliminating requirements gaps in facility hardware, software, instrumentation, etc.
4. **Operation of Test Assets**: Providing requested test conditions, maintaining data logs for maintenance activities, and ensuring operational data for test facilities is accurately recorded.
5. **Lifecycle Sustainment**: Developing and executing a Reliability Centered Maintenance Program for sustaining AEDC test assets.
6. **Data Management**: Managing data produced by test operations, ensuring all software used in production systems is under configuration control, and maintaining accurate calibration data for instrumentation.
Place of Performance
The contract will be performed at various AEDC locations including Arnold AFB, White Oak, and Moffett Field.
