Background
The 96th Test Wing has tasked the 96th Range Group to manage all Eglin Test and Training Complex facilities and provide support to all users and managers of the range complex with the primary goal of meeting every test customer’s needs and ensuring successful tests.
The 96th Range Group is responsible for infrastructure, instrumentation, and support systems improvements and modernization for a wide variety of test capabilities including weapons, Command, Control, Communications, Computer, Intelligence, Surveillance and Reconnaissance (C5ISR), and electronic combat systems.
The contract supports procuring transitional equipment at Eglin Air Force Base and associated Department of Defense ranges to operate within newly designated military test frequency bands, in response to frequency reallocations under the National Broadband Plan and the DoD Air Force Transition Plan for the 1755–1780 MHz band.

Work Details
Manage all Eglin Test and Training Complex facilities and support systems to meet test customer requirements and ensure successful execution of test missions.
Provide infrastructure, instrumentation, and support systems improvements and modernization for test capabilities necessary for performance verification of user systems and new technologies.
Procure and deploy transitional telemetry and instrumentation equipment to support operations in designated military test frequency bands (e.g., 1755–1780 MHz) at Eglin AFB and associated DoD ranges.
Install, maintain, calibrate, and operate a broad range of instrumentation including radar, ladar/lidar, multi-spectral and high-speed video, EO/signature detectors, acoustic sensors, communications equipment (radio, microwave, fiber optics), control systems (flight safety, range slaving, drone control, command guidance), and support equipment (operational consoles, frequency and energy monitoring and control, data transmission, timing, and storage systems).
Support test ranges and targets including environment scene and scenario generators, threat systems and simulators, weapon launch and impact areas, target items, and specialized measurement and support systems.
Provide Test and Evaluation (T&E) support for C5ISR, munitions, and electronic combat/countermeasures systems including test requirements development and verification, test design and planning, analysis, data management, and evaluations for hardware/software under test.
Perform hardware and software parametric measurements, performance measurements, interoperability, interconnectivity, compatibility, operational effectiveness and suitability testing, multi-spectral target signature and environment quality control measurements, output and internal state characterization, precise target position measurements, blast, structural and ballistics tests, impact scoring, hard and soft damage assessment, and seeker, sensor, guidance, control, or aiming systems testing as defined by unit under test requirements.
Support the Department of the Air Force Third Offset Strategy by enabling development and testing of 5th and 6th generation weapons programs, hypersonic weapons, jamming resistance enhancements, and reduced reliance on GPS, with consideration for cross-service investments.
