Responses to all RFIs received for the subject solicitation are attached. As noted within the RFI file, there are several responses that indicate a pending RFP amendment action, however, Offerors are reminded terms and conditions remain unchanged until they are formally amended to W91151-24-R-0030. That said, A0001 is anticipated for release the week of 11 Nov 2024.

In order to avoid delays in Offeror PPQ coordination actions, the Government is providing an updated/corrected Attachment 10 in advance of a pending Amendment 0001 (A0001). The pending A0001 Attachment 10 sufficiently works with the Edit, Add Text, and enlarging/sizing text box functionalities within Adobe PDF. A0001 will formally incorporate/amend Attachment 10 PPQ_pending_A0001 to the RFP upon issuance.

Government response to all or a portion of RFIs received is targeted for posting tomorrow, 08 Nov 2024. The RFI responses will identify pending amendment actions, as applicable (per RFI).

A0001 is targeted for issue the week of 11 Nov 2024.

Please continue to monitor sam.gov accordingly.

The RFI log is attached to this notice, updated with available responses to RFIs received to date. This is posted earlier than the schedule identified at L.1.4 due to the RFI received and timing of audit request submissions. A second RFI post is anticipated 1 Nov 2024.

The Request for Proposal (RFP) for the subject acquisition, Test Engineering Analysis Services (TEAS), is issued at the attached. TEAS is an 8(a) set-aside requirement, competed as a Best Value Tradeoff Source Selection in accordance with Federal Acquisition Regulation (FAR) 15.3. This RFP will result in a Cost-Plus Fixed-Fee (CPFF) contract with Firm Fixed Price (FFP), Cost, and CPFF Contract Line Item Numbers (CLINs) as set forth at Section B. The Period of Performance specifies a thirty (30) day contract Phase-in, eleven (11) month base period, and four, one-year option periods.

Offerors shall note, and address requirements at L.3.3.2, as applicable, within seven (7) calendar days of RFP issuance.

Offerors may submit Requests for Information (RFIs) up to 3:00 PM Eastern Standard Time (EST) on 06 Nov 2024, as set forth at L.1.4.

Proposals are due via delivery instructions at L.2, no later than 3:00 PM EST on 26 Nov 2024.
