The DRFP posting is hereby updated to provide Government responses to questions and comments received by industry. All parties shall note these are responses to the DRFP package, current as of the date of posting. All requirements and instructions in any subsequent, formal RFP shall be stipulated and applicable as stated in the final RFP.

In addition, the PWS Technical Exhibit 6 has been re-posted. Please contact the POCs if downloading/viewing issues remain.

Attached is the final DRAFT Request for Proposal (DRFP) to be issued for the subject requirement. This is a DRAFT RFP and no award shall be made as a result of this industry engagement.

Industry suspense for comments, questions and / or suggestions is requested in an expedited manner, by 3 PM EDT, 03 Sep 2024. No format for feedback is required, but any list of questions shall include the referenced DRFP, Draft Performance Work Statement (PWS), or Attachment otherwise page number and paragraph number, as applicable. Further, the DRFP and DPWS are posted in Microsoft Word format for any vendor(s) electing to utilize Track and Comments functionality within Word.

All DRFP feedback shall be submitted to both the Contract Specialist and Contracting Officer, respectively, and listed as follows:

Background
The Test Engineering and Analysis Services (TEAS) contract is issued by the U.S. Army, specifically the MICC Theater Support Center at JBSA, Fort Sam Houston.

The mission of the White Sands Missile Range (WSMR) is to provide comprehensive test and evaluation services to support military readiness and national security interests. The TEAS contract aims to deliver non-personal service(s) for test evaluation and analysis to WSMR and its tenants, enhancing capabilities in various military testing domains.

Work Details
The contractor will perform a range of tasks as outlined in the Performance Work Statement (PWS), including:
1. Labor support for all sections of the PWS.
2. Travel and materials required for TEAS operations, with reimbursement for approved costs.
3. Compliance with Contract Data Requirements Lists (CDRLs).
4. Reporting on contractor manpower, including subcontractor contributions.
5. Execution of Phase In requirements as specified in the PWS.
6. Options for labor and travel/materials support in subsequent years (up to four option years).

Period of Performance
The contract will be performed over a base year of 11 months, with options for up to four additional years.

Place of Performance
The primary location for performance is White Sands Missile Range, New Mexico.
