Background
The solicitation is for Test and Evaluation Technical Support Services for the United States Army Operational Test Command (USAOTC). The Request for Proposal (RFP) will be solicited as an 8(a) competitive and will result in a Cost-Plus-Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) Single Award contract. The ordering period for the resulting contract will be sixty (60) months. Task orders will only be issued by the Mission and Installation Contracting Command - Fort Hood, Army Test and Evaluation Command (ATEC) Support Division.

Work Details
The contract includes providing non-personal test support services to plan, conduct operational testing, data collection, data management, logistics, engineering, programming, field operations, and instrumentation to support the test missions of the Air and Missile Defense Test Directorate at Fort Bliss, TX, and Fires Support Test Directorate at Fort Sill, OK. It also involves providing administrative support, data management, data collection, instrumentation, IT services, and logistics support as outlined in the Performance Work Statement (PWS). Additionally, the contractor shall perform various tasks including CDRLs, Service Contract Reporting (SCR), Phase-In activities, Defense Base Act Insurance procurement, Contractor Acquired Property (CAP), and Delivery of CAP.

Period of Performance
The period of performance for the contract is from 20-Apr-2024 to 19-Apr-2029.

Place of Performance
The contract work will be performed at Fort Bliss, TX and Fort Sill, OK.
