Background
The Department of Veterans Affairs (VA) is issuing this solicitation for a service contract to conduct the Test and Balance (TAB) of air flows at the VA Sierra Nevada Health Care System (VASNHCS).

The goal of this contract is to ensure that the air flow in various spaces within the hospital meets the designed parameters as per the VA Heating, Ventilation, and Air Conditioning (HVAC) Design Manual. This service is critical for maintaining a safe and effective healthcare environment.

Work Details
The contractor will provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to conduct TAB services at VASNHCS.

The scope includes:
1. Conducting annual TAB for approximately 52 rooms and two corridors, with quarterly TAB for four Sterile Processing Service (SPS) rooms and two corridors.
2. Performing positive/negative checks annually for 78 rooms.
3. Ensuring compliance with standards set by the Associated Air Balance Council (AABC) or National Environmental Balancing Bureau (NEBB).
4. Work may be conducted Monday through Friday from 7:30 AM to 4:00 PM, with potential requirements for non-business hours or weekends due to patient care needs.

Period of Performance
Base period from July 5, 2026 to July 4, 2027; Option Year 1 from July 5, 2027 to July 4, 2028; Option Year 2 from July 5, 2028 to July 4, 2029; Option Year 3 from July 5, 2029 to July 4, 2030.

Place of Performance
VA Sierra Nevada Health Care System located at 975 Kirman Ave, Reno, NV 89502.

Bidder Requirements
Bidders must have certification from AABC or NEBB for HVAC services. The TAB agency's certification must be maintained throughout the contract duration. Any agency that has faced disciplinary action by AABC or NEBB within five years prior to contract award is ineligible. All TAB technicians must have experience on at least three comparable projects and be certified by AABC or NEBB.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on the prior contract 36C26125P1041, awarded to Raglen System Balance for “TEST AND BALANCE OF AIR FLOWS” at the VA Sierra Nevada Health Care System (period 06/05/25–06/04/26, value $36,600). The current solicitation’s scope—AABC/NEBB-compliant HVAC test and balance of air flows across rooms/corridors with recurring annual and quarterly checks—appears to be a continuation of the same type of TAB services performed under the prior award.
