Terrestrial-Based Operational Surveillance System (T-BOSS)

Background
This update to notice M67854-20-I-2034 revises the Terrestrial-Based Operational Surveillance System (T-BOSS) RFI, notifying industry that the Government now intends to use the Marine Corps Systems Command’s Other Transaction Authority process through an OT Agreement with the Consortium for Command, Control and Communication in Cyberspace (C5).
All interested parties must join the C5 consortium via www.cmgcorp.org, and all future communications and white paper submissions will be handled through C5.
No further action will be taken on prior T-BOSS white papers under the original RFI.

Work Details
The Marine Corps is conducting market research for the evolved Maritime Distributed Operational Surveillance System (MA-DOSS).
Industry may submit a single white paper covering both sensor and integration capabilities, including AI/ML solutions, that meet Size, Weight, and Power (SWaP) constraints for four system variants (installation, medium, light, unmanned host).
The Government seeks modular, COTS or near-term systems with multi-modal fusion (EO/IR, passive/active RF); support for expeditionary/littoral and fixed-site operations; integration into an evolving CONOPS and C2 architecture; and interoperability with joint services and partner nations.
Respondents are invited to suggest data-management approaches, describe existing capabilities, and propose site visits by contacting the C5 point of contact.
Relevant CONOPS, COE, and CDD documents will be provided via C5 once cleared for release.

Period of Performance
This is a market research effort with initial white paper submissions due October 12, 2021, extended to October 29, 2021.
No formal contract period of performance is defined at this stage, and any award timeline will be determined following CDD completion and budget approval.

Place of Performance
Support is intended for USMC expeditionary and installation surveillance operations in littoral and fixed-site environments; specific deployment locations will be defined in subsequent C5 communications.

Bidder Requirements
Interested parties must join the C5 consortium to participate (www.cmgcorp.org).
Submission of a white paper is voluntary and exclusively for market research—there is no requirement for security clearances, set-aside status, or formal bid at this phase.
White papers should describe existing sensor and AI/ML capabilities, SWaP parameters, integration approaches, and prior experience with similar surveillance solutions.
