Description

The United States Army Aeronautical Agency (USAASA) requests your proposal for the requirement entitled Army Instrument Flight Approach Procedures Development Support United States Army Aeronautical Agency to procure support for the resourcing and policy development of Army airfields/heliports, the development and maintenance of Army instrument flight procedures as outlined in the item's description within the attached Request For Proposal/Performance Work Statement combined.

In accordance with DOD directives, USAASA is responsible for developing, evaluating, approving, and maintaining Foreign Terminal Instrument Procedures (FTIP) and emergency Global Positioning System (GPS) approaches for the safe operation. FTIP reviews are critical to the safety of flight of Army aircraft operations outside the continental United States. Future modernization from ground based navigational aids to celestial based navigational aids will require an increase in instrument procedure development.

All Offerors must be registered with the System for Award Management (SAM) http://www.sam.gov prior to submitting an offer.

Background
The United States Army Aeronautical Agency (USAASA) is responsible for developing, evaluating, approving, and maintaining Foreign Terminal Instrument Procedures (FTIP) and emergency Global Positioning System (GPS) approaches for the safe operation. FTIP reviews are critical to the safety of flight of Army aircraft operations outside the continental United States. Future modernization from ground‐based navigational aids to celestial based navigational aids will require an increase in instrument procedure development.

Work Details
The contractor is required to provide support for the resourcing and policy development of Army airfields/heliports and the development and maintenance of Army instrument flight procedures. This includes managing the changing requirements of force modernization, supporting technical and procedural development of AAF/AHPs policies and procedures, providing expertise to support AAF/AHP and airspace programs, assessing, analyzing, and integrating QAAF MDEP requirements, developing, documenting, and reviewing operational procedures and information.

The contractor is also responsible for maintaining all Army developed instrument flight procedure holdings utilizing the Global Procedure Design (GPD) software, reviewing, evaluating, and maintaining FTIP for publication in DOD FLIP or compliance reviews, providing documentation for publication, coordinating flight inspection(s), providing validated aeronautical navigation data for input into digital flight management systems, automation support and services to measure and monitor performance within the entire data chain from origin to publication.

Period of Performance
The period of performance shall be for one (1) base period of 12 months with additional option periods available.

Place of Performance
Support in resourcing and policy development for AAF/AHPs and developing and maintaining instrument procedures shall be performed at Fort Belvoir VA and alternate sites that are mutually agreed on by both the government and Contractor.
