Description

A need is anticipated for Contractors to perform temporary HVAC installation and management services at Fort Bliss, Texas Garrison in response to demand orders (as the need arises) within a specified timeline of Emergency, Urgent, and Routine. The installed HVAC units shall maintain required temperatures per Army Regulation 420-1 (Cooling Season 74 Fahrenheit plus or minus 2 degrees; Heating season 72 degrees Fahrenheit plus or minus 2 degrees). Upon issuance of the demand order for service the Contractor will perform an initial building assessment to determine the HVAC size and material required. After the initial assessment the contractor will submit a quote for service.

In response to this sources sought, please provide:
1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.

2. Identify whether your firm is interested in competing for this requirement as a primecontractor or not. Identify subcontracting, joint ventures or teaming arrangement that will be pursued, if any.

3. Information in sufficient detail regarding previous experience.

4. Information to help determine if the requirement is commercially available, including
pricing information, basis for the pricing information (e.g., market pricing, catalog
pricing), and delivery schedules for HVAC units in the range of 1 ton to 80 ton
capacities.

5. Identify how the Army can best structure these contract requirements to facilitate
competition by and among small business concerns.

Background
The contract is issued by the Directorate of Public Works (DPW) at Fort Bliss, Texas, which serves a community of approximately 90,000 Soldiers and Family Members.

The goal of the contract is to provide temporary HVAC installation and management services in response to demand orders for emergency, urgent, and routine needs. The services aim to ensure that all work meets applicable Federal, State, and local laws and regulations, including Army Regulation 420-1 for temperature maintenance.

Work Details
The contractor will be responsible for providing equipment, personnel, management, and all necessary items and services to deliver temporary HVAC services.

This includes comprehensive system installation of temporary HVAC units, ductwork installation, and electrical systems to ensure fully functional HVAC systems on a temporary basis. The contractor must perform initial building assessments to determine the required HVAC size and materials before submitting quotes for service. Additionally, the contractor must maintain quality control through a Quality Control Plan (QCP) and ensure compliance with safety standards and environmental requirements.

Period of Performance
The ordering period for this Blanket Purchase Agreement (BPA) is five years, starting from September 15, 2025, through September 14, 2030.
