Amendment 4 (5/18/2023): The purpose of this amendment is to provide answers to questions from potential Offerors and provide the revised Statement of Work, Attachment 2, and Attachment 3. The DHS Components have a need for temporary facilities and support services to accommodate emergencies and disasters. In addition, DHS and its Components may have a need for temporary facilities and support services during events that involve national security and other surge needs. The temporary facilities and support services are intended to mitigate current and future emergencies, disasters, and crises including natural disasters, pandemics, humanitarian, operational, and national security events, in the U.S. and its territories. The temporary facilities and services will provide the capability to design, plan, schedule, deploy, operate, maintain, and disassemble scalable structures and services in support of the DHS mission and objectives across the United States and its territories. Due to the varying support missions across various regions and environments it is essential that the structures, infrastructure and support of temporary facilities and services are provided using a turnkey solution. Facility deployment shall include all requirements to procure, prepare, and install the scalable temporary facilities and associated site, as well as all mechanical, electrical, plumbing, communications, and other infrastructure as required for full operational capability (FOC) of the facility.
