REQUEST FOR INDUSTRY FEEDBACK:
The Defense Health Agency (DHA) Enterprise Strategic Sourcing Branch is seeking industry input and feedback on its Draft Performance Work Statement (PWS) for upcoming Enterprise Teleradiology Services.

The Government is releasing this draft to obtain marketplace recommendations regarding commercial best practices, contract structure, clinical triage definitions, and MHS Genesis integration for the recompete of the DHA's teleradiology program. The goal of this posting is to refine the PWS to ensure a highly effective, efficient, and commercially viable contract that delivers the highest quality of care to our service members and beneficiaries.
SUBMISSION INSTRUCTIONS
All interested parties are encouraged to review the attached Draft PWS and submit their feedback using the provided Comment Resolution Matrix (CRM). Responses must be submitted no later than 1400 CDT, 21 July 2026.

Responses shall be submitted via e-mail to the contract specialist, William Vallee at William.l.vallee.civ@health.mil and the contracting officer, Pamela Bryerton at pamela.j.bryerton.civ@health.mil. Please use the following title in your email subject line: Teleradiology PWS Recommendations .

Proprietary information, if any, should be minimized, MUST BE CLEARLY MARKED, and segregated from non-proprietary information to aid Government review. Please be advised that all submissions become Government property and will not be returned.

Background
The Defense Health Agency (DHA) Enterprise Strategic Sourcing Branch is seeking industry input and feedback on its Draft Performance Work Statement (PWS) for upcoming Enterprise Teleradiology Services.

The purpose of this initiative is to gather marketplace recommendations regarding commercial best practices, contract structure, clinical triage definitions, and MHS Genesis integration for the recompete of the DHA's teleradiology program. The overarching goal is to refine the PWS to ensure a highly effective, efficient, and commercially viable contract that delivers the highest quality of care to service members and beneficiaries.

Work Details
The contractor will be responsible for providing teleradiology services that include but are not limited to:
1. Volume reporting: Count of all examinations interpreted, grouped by modality and originating Military Treatment Facility (MTF).
2. Report Turn-Around-Time: Reporting requirements include 60 minutes for STAT exams, 24 hours for urgent exams, and 5 business days for routine exams.
3. Critical Test Reporting: Count of critical tests meeting notification requirements with a reporting requirement of 30 minutes for critical tests.
4. Critical and Urgent Result Reporting: Timely communication of critical results and urgent results with specific time intervals defined for acknowledgment by ordering providers.
5. Monthly Program Status Report (MPSR): Submission of a monthly report detailing task order information, compliance with performance objectives, and specific metrics related to studies/interpretations.

The period of performance will be defined in the final contract but is expected to span multiple years as part of the recompete process.
